I think Stripes is "feature complete" if you are building a 2003 era web site. ie. if your app consists of rendering HTML with forms and handling them it's great - and I'd agree, very hard to improve in any significant way without departing from its core mission. However the web has moved on since 2003. Many many web applications are not about form handling any more - they do all kinds of things, and there are many new aspects of these that Stripes is not so good at handling. Due to good underlying design it is often possible to handle these through Stripes' built in extensibility mechanisms but I think it is a mistake to let that lead us into thinking it is not necessary to improve Stripes core to handle those scenarios. My belief is that Stripes core should always address the *current* core needs of an action based controller framework fully. I can elaborate on specifics about what I think isn't currently handled so well, but I think the debate about the general concept that Stripes is "complete" is the more important point. I'd also sound a warning about adopting this frame of mind from another point of view - it is a deterrent to new developers when they come to a project and see that all the senior developers think it is finished and there is nothing left to do. Why will fresh new developers ever join the project if they feel like the old guard is going to shoot down anything new they want to add? Whether stripes is "feature complete" or not, if you want Stripes to propser then we need to be careful about this idea blurring (unintentionally) into "new developers are not needed / wanted / welcome" which will surely lead to stagnation of the project. As always, just my 2c and I hope I'm not offending anyone here with the frankness of my opinions!
