I would also be resistant to new tags or enhancements that provide features that
can be easily provided by utilizing the EL.  If you had posted this as a
question on the struts-user list as you should have done in the first place,
that would have likely been your reply from me or others (I apologize if you've
already done that, I've been somewhat swamped lately, besides being out of town
for a week on an emergency).  In particular (assuming I've groked what you're
trying to do correctly), your resulting tag using Struts-EL would look like this:

<html:radio property="${questions[index].answer}" 
value="id" idName="predefinedAnswer">

Also note that you can use the "c:forEach" tag to iterate, as opposed to
"logic:iterate".
