This seems to be the result of MultipartBoundaryInputStream around line 421. When no content-type is present, the first line of the file is read, after which the carrige return / line feed booleans are reset. I'm not worried about a fix as this file is deprecated. As a workaround I used the Commons FileUpload based multipart handler instead.
