  Added:       conf/share struts-config_1_1.dtd
  Log:
  Create a struts-config_1_1.dtd (currently identical in content to 1.0) so
  that we can do DTD changes without affecting 1.0 users.
  
  Modify all existing Struts webapps to use the new 1.1 DTD declaration, and
  remove any reference to the "validate" servlet initialization parameter
  that is not supported in 1.1.
