I agree that sub-applications are handicapped by not utilizing some form of
inheritance from the default sub-app or "parent" sub-apps.  Given that
Struts is a Java-based framework, it makes sense that there would be some
way to "extend" an application.

I'm probably at the far end of the spectrum in favor of inherited resources
and would like to see a fairly comprehensive set of features.  That said, I
think that Eddie's steps 1 and 2 (data source and property inheritance,
respectively) are essential to any multi-app regime and the current behavior
seems contrary to what people who use sub-apps (judging from the posts on
the subject on the struts-user list) expect when they start using them.

Thanks Eddie for pursuing this thread-- I for one think it's an important
one.
