I assume you're referring to tiles-config.dtd and tiles-config_1_1.dtd. My understanding is that they are *supposed* to be the same. The suggestion was to rename tiles-config.dtd so that it contained the version number in the file name, as with struts-config_1_1.dtd. However, a separate file was created for backwards compatibility with the old file name.
Apparently, though, the two files are *not* the same. The newer one is tiles-config_1_1.dtd.
