You need karma for jakarta.apache.org (which is on another machine than cvs.apache.org).
At one point, they were trying not to hand out too many accounts on jakarta.apache.org. I believe that eventually we will be moving to a model where the documentation application is deployed automatically, so it won't be an ongoing issue. -T.
