Again, you don't need to build the JSTL for this.  The top-level properties
file should have "jstl.jar" and "jstl-standard.jar" entries, pointing into
the JSTL binary distribution.

Unfortunately, I don't have the latest source here at work.  If you haven't
gotten through this by the time I get home, I'll check my source.
