Certainly in our case using Iplanet Web server, we can not upgrade to Struts 1.1 when it is released. As soon as we upgade all our application will not run (at all)! This will be true for everybody else using Iplanet Web Server. I think we should reconsider the priority of this issue and include a fix in the 1.1 release ( even if we are catering for some misbehaviour in certain web containers), especially since the fix is not too complicated (refer to Bug 13686).
