I would have to disagree because it looks like the RequestProcessor loads a new Action 
if it does not exist in the actions HashMap.  Yet, when I follow the loading of the 
class down to the RequestUtils class I see it creating a new instance but do not see 
it populating that instance with the dynamic properties that could be in setup using 
the set-property element.  I see the use of BeanUtils.populate() for loading the 
datasources, but fail to see where the dynamic properties of the action is getting 
loaded.  Is this feature not implemented yet?
