I see two drawbacks to using the page property for this

   - it seems like abuse of the page property that would potentially result in
     two forwards being defined for the same page (one for the
     page number and another more mnemonic forward name).  Or else
     it forces using only page numbers for forward names, thus
     confusing the two.  

   - more importantly, the action would have to retrieve the
     page property and then forward to the appropriate page.  
     This is a programmatic way of doing what I had proposed.

What I had proposed was a declarative way to specify the control 
flow for the validator.
