If there were absolutely no CVS changes that we wanted to include in the release, then, yes, we could just rename it. In this case, there were some minor changes that we would want to include, so the final release would be "rolled" again from CVS. But, I do not believe anyone is anticipating a RC3. We do have the latitude to go to a final release whenever we believe the codebase is "ready for prime time".

As David said, the best strategy would be to continue using RC2 for now.
