I'm still not clear on how the whole ibiblio thing works. But, yes, we should be making our nightly snapshot JAR available someplace and updating it every day as part of an automated process. Ditto for any of our Commons JAR dependencies.

One question would be whether we should be distributing JARs from this server or not. Infrastructure is trying to limit the points of access for distributions.
