Yes, it is there. Actually I am trying to run the
struts-example application that came with Struts. I
checked that the ApplicationResources file is in
proper place and contains the key : index.title.

I am running on Windows NT. Actually I looked up the
mail archive and found a similar problem faced by a
Windows 2000 user. No solution to this problem was
posted in the thread.
