Having bought the eBook, I would say the name should really be Web Development Fast Track with Struts. It's a great book, if you are not very familiar with Web Development, as it goes through what you need to obtain, where you can obtain it, and how to install it.
If you are already a Struts developer it is less useful, but I really think its a useful book if you are just getting started. Truth be told, the name pretty much says this, so I think the bad publicity is from people who wanted more on Struts.
