Hmm. It is indeed a build issue. It turns out that Commons Logging has an
undocumented "feature" whereby, if the build can't find Log4j or LogKit, it
quietly carries on with the build, but excludes these classes. I was not
aware of that until half an hour ago; I use JDK 1.4 logging myself, so I did
not notice the problem.
Helpfully, though, Commons Logging 1.0.1 was released this morning, so if
you use Log4j or LogKit, you can pick up that release and drop it in instead
of the one in Struts 1.1-b2.
