Help Tiles-channel.war (URGENT)

        I placed the tiles-channel.war file in CATALINA_HOME\webapps
directory,
        when I start Tomcat the directory
CATALINA_HOME\webapps\tiles-channel is created 
        but when I enter the following url
http://localhost:8080/tiles-channel/index.jsp I have the error

        javax.servlet.ServletException: Can't get definitions factory from
context. 
        What is the problem ?
