Personally, I think Forte is a beast. Netbeans loads a lot faster and seems much "lighter" on it's "toes". You will lose some functionality though. Most notable losses I have noticed: - cannot edit web.xml as easily - must actually write the xml (awe!) - no taglib wizard
Both are easy to deal with. I did actually find the taglib helper handy to quickly stub something out and have the TLD built though. All in all, not weighty enough reasons for me to stick with Forte.
