I've noticed that I can do that too. I'm not expert, but I'm guessing that it's not an issue, and this behavior is fine (as long as it is login protected if necessary). I'm also GUESSING that the rule that actions can only be called from JSP pages is made with the assumption that you're taking input from that page to use within the action. So, if there is no input necessary for the action, then this is fine.
