What are the lines in your web.xml for the struts-bean.tld? It needs lines
similar to:
<!-- Struts Tag Library Descriptors -->
<taglib>
<taglib-uri>/tags/struts-bean</taglib-uri>
<taglib-location>/WEB-INF/struts-bean.tld</taglib-location>
</taglib>
