Place all jars that come with Struts in your app's WEB_INF/lib directory. 
Struts will not work if struts.jar is shared across applications.  

Tomcat's common/lib directory is used by Tomcat itself and all webapps. 
The shared/lib directory is used by all webapps.  More info on Tomcat's
