Either will work. One thing to consider is who will maintain the data. If developers will create / maintain the lists and the data is essentially static, then properties files would be a good bet. If end users maintain the data, then a database and suitable user interface may be better.
US States are unlikely to ever change so a properties file is a good bet. Bizarrely, countries tend to change more frequently so you might want to have those in a database where they could be more easily maintained, depending on how up to date you need to be.
