Depends.  Do you already have a database?  I wouldn't set one up just
for states.  It works fine either way, really.  I'd stick with
.properties until you have a good reason to change, and encapsulate it
so you can swap out later with few changes.

For things that don't change often, I use a ServletContextListener to
place Collections in application scope, and then they're available for
all requests.
