Can Struts actually generate compliant valid XHTML 1.0 strict markup using the <html:xhtml/> tag?
If so, which version of Struts to use?

Yes, I'm doing it. Can't remember when I started, but it definitely works on struts 1.1.
There are a couple of issues to look out for, such as with tiles, where you use the tag you mention. In your main pages, use <html:html xhtml="true">
