One idea is to use a separate github actions workflow to pre-build all our dependencies and cache them. A couple of weeks back I did some playing around with having github actions build our docker-containers that we use for our CI: https://github.com/glance-/subsurface/commit/0b97ce65d3da7c4b996ddddb1f2fc11438e2dc90 The issue was that the MXE-container takes more than the maximum allowed time of 6h to build on a 2 core vm.
