That's in the Google Play Store app. When you open the Subsurface-mobile page 
on there you can select to join the beta.

That's the way Google handles it these days.
And to make it more fun - that's not instantaneous, so it will take between 10 
seconds and 24 hours to activate before you see the beta release (it seems that 
in most cases it happens in under an hour)
