Keep in mind that mp3 already is a lossy codec. If you convert from mp3 to ogg, you'll be losing a lot of quality. Usually you should only convert from a lossless coded (like flac) to a lossy one (mp3/ogg).
I think you can try mencoder to encode between mp3 and ogg.
