I don't know why mp32ogg doesn't work for you, but there are other options. Maybe the easiest is to download the ffmpeg2theora executable:
http://v2v.cc/~j/ffmpeg2theora/ffmpeg2theora-0.27.linux32.bin You'll have to use chmod +x to make it executable. ffmpeg2theora can produces audio or video. You only want audio, so you should use the --no-video flag. Another options is to decode your MP3 files to WAV, and then encode the WAV files with oggenc, which is in the vorbis-tools package (and might already be installed). --Ben
