Hello, the scale factor is a stopgap measure to work around problems with the network quality. The list of quality issues can be found here: http://sumo-sim.org/wiki/Data/Scenarios/TAPASCologne#Quality With higher scale values the scenario simply jammed. The value where this occurs may be a bit higher now due to improvements in the lane-changing and car-following models. We hope to do a new release eventually but any improvements from our side are most likely going to be in the area of automated network improvement. However, from our experience scenarios always need some hand-tuning to run well and nobody is doing it (and sharing their work) as far as we know. regards, Jakob
