Hello, the TAPASCologne scenario is in pretty bad shape regarding traffic lights and route assignment. To compensate for the massive traffic jams that would otherwise occur in scenario version 0.24.0, the option --scale 0.3 is used in the sumo configuration to reduce the traffic demand by 70%.
You can download an updated version of the scenario that uses adaptive traffic lights and better (but slower) traffic assignment: https://sourceforge.net/projects/sumo/files/traffic_data/scenarios/TAPASCologne/TAPASCologne-0.32.0.7z/download This scenario version runs 100% of the traffic demand. The network still contains many errors in regard to junction modelling and traffic light coordination.
