Hello, 1) the safety gap is computed as if the vehicles were in a car-following relationship on the target lane. This means it is subject to car-follow model parameters. In the latest development version, all lane change models support the parameter lcAssertive which allows modifying the computed safetey distance by a custom factor.
2) it means that the ego vehicle and other vehicles will adapt their speed so that lane change becomes possible (if it isn't possible at the moment).
