For vehicles, the factor is applied to the speed limit of edges/lanes whereas for pedestrians it is applied to the maxSpeed of their type. (see http://sumo.dlr.de/wiki/Definition_of_Vehicles,_Vehicle_Types,_and_Routes#Additional_remarks_on_speed_distributions )
