1) Saturation flow is an emergent property of the car-following model parameters and junction type/geometry. Maximum turning speeds are already different based on turning angle and you can customize this with option --junctions.limit-turn-speed (or set the connection speed directly in Netedit). You could also modify turning flows by adding pedestrians that interfere with vehicular traffic. 2) vType parameters accel,decel,sigma 3) Set the connection speed with Netedit ( https://sumo.dlr.de/wiki/NETEDIT#Inspecting_connections)
