Hello,
the offset is in seconds. By default phase 0 would start at simulation time
0 and the offset value can be used to shift this. Traffic light programs
are not considered at all when saving the simulation state. If you make any
changes while the simulation is running, you have to load modified tls
programs (offset and durations) along with the state when starting again.
