---the southbound vehicles cannot pass the intersection due to the junction 
blocker heading for the west. 
How should I send you the scenario? Save the simulation to .sbx file?

directions. This gives vehicles another reason to refrain from driving onto the 
intersection.
If you can provide a scenario where
- the vehicles blocking the junction have a 'waiting time' value > 
'--ignore-junction-blocker TIME'
- a vehicle fails to pass the intersection even though the downstream link is 
free
then you may send it to me for investigation. Otherwise I'd say things are 
working as expected.

Sounds like vehicles would find a way around the junction blockers. But when I 
ran across the following scenario, it puzzles me. We have a eastbound junction 
blocker which is located at internal connection. North-bound through vehicles 
seem not be able to move around, and thus the north-bound lane is blocked. Does 
the 'ignore-junction-blocker' still work here? If so, what is the underlying 
logic?
