I ran your example with indexOffset 1 and observed overtaking through the opposite direction lane. However, due to your prior call of setLaneChangeMode(vehID, 0) the vehicle does not change back on it's own. Are you even seeing a warning message with index -1? What is the version number shown in the sumo-gui title bar?
