Yes. By setting option --lateral-resolution in your sumocfg you are
activating the sublane model which is not compatible with opposite
direction driving yet. If you need smooth overtaking through the opposite
direction you can use option --lane-change.duration instead (see
https://sumo.dlr.de/docs/Simulation/SublaneModel.html#simple_continous_lane-change_model
)
