Hello,
1) use netconvert to generate your network from a .nod.xml and a .edg.xml.
In the .nod.xml you set the type of the central junction to 'traffic_light'
see
http://sumo-sim.org/wiki/Networks/Building_Networks_from_own_XML-descriptions
 When you run the simulation you also load an additional xml file which
specifies the tlLogic
see http://sumo-sim.org/wiki/Simulation/Traffic_Lights

2) do as above but do not set the node to type 'traffic_light'
