Hello,
you can implement any twisted control logic you like using TraCI. However,
busstops mostly implement a visualization of a stopping space and hardly
have any control function. It's all in the vehicles to decide whether they
have reached the stop and waited long enough. Of course, you can place a
detector, check is value in a TraCI script and then let the vehicles resume
from their stop.
