not sure if this is what you want, but if you call sumo with the
--tripinfo-output FILE option then it produces an xml file with
trip information. Apart from the actual depart and arrival time,
there is an attribite called "waitSteps" which counts the  number of 
steps in which the vehicle speed was below 0.1m/s
