Hello,
you can can calculate this in TraCI if you record the departure time and
the arrival time of each vehicle and also the number of simulation steps
where its speed is below some threshold. I'm afraid there is no simpler way
to do it.
If you want a more precise measure of delay you should record the
traveltime for each vehicle in a separate simulation where there are no
other vehicles and compare it against the time in actual scenario.
