Just as Jakob said, throw a die on every simulation step whether you want a vehicle to enter or not, then the number of vehicles will be binomially distributed. It is not quite clear to me though, whether the requests for randomness refer to the vehicle departure time distances (which is rather exponential) or to the total number of vehicles.
