It's a quite technical description though, but the main idea is that you can
say: Tell me for each timestep the speed of every vehicle in radius
10 aroung junction 1 (where you can of course specify the type (vehicle,
edge, ...) and the instance of the reference point as well as the type and
the variables (speed, pos, ...) you are asking for.
It is implemented at least in the python client, I don'tknow about Traci4J
and Matlab.
