you need to provide a mapping from the TAZ ids to the network edge ids.
Possibly you could generate this automatically with a custom script by matching
street names from your OD-matrix to street names in your network (use
netconvert option --output.street-names when import from OSM). There are also
python library functions in sumo/tools/sumolib for getting the closest street
for a given geo-coordinate. This could also be used to generate the mapping.
However, if you can get the vissim network from your city it may also be
possible to import that and then the IDs should be consistent.(The vissim
import in netconvert only handles very old versions and may not be up to the
task for a current vissim network file).
Lane ID's are not used when defining routes so you need not worry about those.
PTV VISUM is a macroscopic simulation which will not give you microscopic
mobility data. PTV VISSIM on the other hand can do that.

I am dealing with OD2TRIPS in order to simulate the actual mobility patterns of
vehicles in my city, and I know that OD2TRIPS deals with street's name (The
required data from Ministry of Transport could have both name, and
longitude/latitude) , and I am able to generate trips.xml. But, when I want to
create rou.xml by "duarouter" , I need net.xml which the name of streets are
shown by ID and lane numbers and this format is different with the previous

Is PTV VISSUM is the appropriate tool for this purpose? I am not sure about PTV
VISSUM, because I have sent my request to PTV Group, but no approval yet, it
seems it may take some times.
And Second Question:
Could you kindly explain more what does "Factor" mean in O/D as stated in
"http://sumo.dlr.de/daily/userdoc/Demand/Importing_O/D_Matrices.html"?
