Hi Joerg,
I can reproduce it at least but I don't know yet what is going on. It
may be that sidewalks already have to be present for crossings to be
generated so you have to do it in a two step procedure. I opened a
ticket http://sumo.dlr.de/trac.wsgi/ticket/1817.
