The location needs to be a position on a lane which is in the sumo
network. You will need to match your positions to the network first
using the conversion methods mentioned here:
http://sumo.dlr.de/pydoc/traci.simulation.html

Be aware however that your vehicle needs to have a route which contains
the edges you travel, so you probaly want to create the route in a first
round (also making sure that while matching the point to the net you do
not introduce unexpected detours) and travel the precise positions
afterwards. (And yes, it is a complex problem :-)
