Thank you very much Michael. Indeed, the problem was that all the lights were
set to green minor rather than green major. Adjusting this solved the problem I
was having and now the vehicles travel smoothly through the intersection. The
tls plan was converted from Vissim and has not been modified any further. So
since that point the plan has used green minor but I was simply unaware of that
until you pointed it out. In the future, I will be more attentive to this
particular detail.

not for the right turning vehicles. Did you modify junction or tls plan
with netedit or XML files?
