the mentioned file is missing from the release. You can either get it
from svn
https://sourceforge.net/p/sumo/code/HEAD/tree/trunk/sumo/src/netedit/netedit.rc
or from a nightly snapshot (or wait for the next release which will be
out next Tuesday).
