It depends. Is this a single intersection or actually a cluster of two intersections that are very close to each other? In the former case, the vehicles should slow down but drive without stopping. In the latter case they could even deadlock. Also, it could be a bug (-: If you send the scenario including all input files (directly to me) I can take a look.
