Hello,
the tool for generating vehicle type distributions with independently
distributed parameters that is mention in the paper is available in
sumo/tools/createVehTypeDistribution.py
A calibration script example is also give in
sumo/docs/tutorial/san_pablo_dam
For further tools you would have to ask the author of the paper.
